By the grace of God We, Nicholas, Emperor and Autocrat of all the Russias, Tsar, Grand Duke, and so on and so forth. We declare to all our faithful subjects. Being called by divine providence and by the sacred law of succession to the Throne of All the Russias, we have vowed in accordance with our calling to embrace in our heart our royal love and care for all our faithful subjects of all ranks and status, from those nobly wielding the sword in defense of the fatherland to those humbly working as artisanal tools, from those performing higher state service to those performing the ploughshare or plough in the field.
And we promise to keep their personal data with an axe and a sword.
Looking into the position of the ranks and states within the state, we saw that the state legislation, while actively improving the higher and middle classes, defining their duties, rights and advantages, did not achieve an equal activity in relation to the serfs, so called because they are partly under the power of the landlords, who, at the same time, are obliged to arrange their welfare, and partly by the old laws, partly by custom, are hereditarily fortified by the landlords. The rights of the landlords have hitherto been extensive and not precisely defined by law, which were replaced by tradition, custom and the good will of the landlord. In the best cases good patriarchal relations of sincere truthful custody and charity of the landlord and good-natured obedience of the peasants were derived from these.
